Exceptional circumstances exist to justify the release of land from the Green Belt. Circumstances relate to the need for housing and affordable housing, the lack of availability of non-Green Belt land and the Council's spatial strategy over the plan period.

Support modification 3 which revises the wording to state that sites for housing should generally be located on the 'edge of built up areas' in sustainable locations.

Supports the addition of Polices Map 13 and its identification of the Land East of Cubbington (H50) as a new housing allocation including its removal from the Green Belt. The removal of the site from the Green Belt and its allocation for residential development will assist the Council in meeting its housing need in sustainable locations on the edge of built up areas and ensuring an adequate supply of housing land.
Query low number of dwellings allocated for site - should be treated as minimum subject to technical assessment.
