All planning permissions should only be granted on the condition that the development is carbon neutral. That is non negotiable if South Warwickshire is to do its part in addressing the Climate Crisis. Any plea by developers and businesses that this is unaffordable or makes the proposal uneconomic, just demonstrates that the development will make money for the developer, if the wider community bears the carbon burden for their profits. That is unacceptable.

Anything we do re climate is pointless while countries such as China open large numbers of new coal mines each year and plan to build hundreds of new airports. Our own industry will be decimated while all we can get affordably is their electric cars built with their coal power and which do not meet the public's needs and do not operate reasonably.

I'd move this employment policy to the top of this section. We should be doing all we can to give green jobs to people, especially if other industries may have to be scaled back to meet NetZero goals. I think this should also encompass companies and organisations that provide retraining and certification in green skills/technologies. Co-locating renewables with commercial buildings should be a no-brainer and required for any new commercial structures (including car parks!)

Agree in principle but as with many parts of this document central government needs to re-evaluate what Net Zero really is and its strategy going forward. In its current state i am not sure the Gigafactory designated to Coventry airport is valid. Government and Auto Industry need to redefine its EV strategy. We have seen failures of Gigafactory in the UK already to much cost to the public purse and these were in development when EV sales was relatively booming.

In principle policy is ok but as per previous comments I believe the Government need to redefine its energy, net zero and low carbon strategy. If we are to achieve a low carbon economy, the policy should be that all new houses must be built with at least 5kW of solar panels and at least 7kWh of battery storage in each house. These figures should be scaled up for larger houses. This initiative would create substantial new opportunities for manufacturing and construction skills and investment.
