Broad agreement - the intentions are good. Whether houses should all have PVs and/or green roofs I'm not sure. Can the domestic market manage green roof design/construction/maintenance? But these should be mandated for large buildings - why do large buildings not require green roof?
Are large buildings only required to achieve a lower standard than residential? 35% over 2013 Regs against 63% over 2021 Regs? We suggest at least BREEAM Excellent.
Developers will routinely challenge viability - this has to be assessed independently.

In principle i agree with most but for a council or government to dictate "heat pump" as primary heating source is wrong. Heat Pumps are not proven and have many issues - communicate to those who install these systems and seek feedback unless of course you want to kill your constituents off in the winter months. To impose on your constituents a specific energy solution is wrong in all forms. A heating system capable of significant "Energy Efficiencies" to meet net carbon zero is far better than a directive statement.

I'd like to think that some of this would be a minimum standard. We were promised zero carbon homes by 2016 in legislation, but government shied away from it. The final sentence in your justification, 'It is clear from the above statement that the WMS does not inhibit local authorities in setting targets higher than the national targets if they are justified by robust evidence in terms of deliverability and do not have negative financial constraints on developments.' is encouraging. Push for stricter standards now and assume that national government will catch up eventually.

This draft policy direction provides a good range of criteria to support the push towards net zero carbon buildings in the SWLP area. I would support strengthening some of these though - for example I'd replace the "should" in criteria 3 with a "must" to make it a requirement rather than just a desirable attribute.

Yes I agree, this is a significant policy gap. I’m struggling to retrofit. I would personally love to be supported by decent policies. BUT even more important than that: a regulatory framework designed to address the gap must be equitable. It will be important to take the opportunity to reduce energy costs thereby potentially helping to address poverty.
