Agree in principle but believe this policy requires revising. Your introduction states the importance of the valuable assets such as Canals and Rivers but the policy in the main targets canals and rightly so. My understanding is the UK waterways are managed by UK Navigation authorities but this policy does nothing about addressing the numerous rivers and canals for improving the conditions and not just adding marinas. The policy should link to a national policy for improving access and conditions of the rivers and canals that have fallen below standard. Policy should work in conjunction not individually

The Stratford Canal is a significant asset to Stratford town and local villages. Running adjacent to Wilmcote it is a pleasant place to spend time for leisure pursuits. However it is already adversely impacted by littering, pollution and graffiti and additional footfall would further ruin the environment and increase risks to local flora and fauna. It is a shared use route already, meaning that increased traffic would be detrimental to wildlife as well as increasing risk to health and safety of all users due to increased risk of collision, theft and menacing activity.

There isn't any detail included in the plan about the protection of our waterways! Just a lot of words that say nothing. The canal in Stratford is covered in litter and has been closed now for about two years. The state of the canal path has deteriorated significantly since the new estate was built in Bishopton. More development will destroy more of our environment as people move in that neither care nor respect it.

Where access to canals is improved, it is imperative that the long term maintenance of those routes is ensured. The Canal and Rivers Trust is a charity with limited resources, and towpaths in rural areas are not maintained to the same standard as in urban areas or places attracting tourism.

Draft Policy Direction 28’s aim to promote the use and accessibility of waterways in South Warwickshire is supported. The policy appropriately recognises the ecological benefits of waterways and seeks to protect them from harmful development while encouraging regeneration.

Further clarity is needed on what constitutes an “adverse impact” on the integrity of the waterways structure, water quality, landscape, heritage and ecological quality and character. Clear definitions or criteria would ensure greater consistency in decision-making and provide developers with a better understanding of policy requirements.
