Something Brussels was doing in the 1970's (accessible ducting and chambers). Astonishing that I bought a house constructed in 2008 that had no fibre optic Broadband installed - St Albans had it in the mid 1990's we got it in 2024 having asked for it from 2015 -'working from home'!! No new housing should be built with out full fibre connections as basic today as a landline in the 1960's.

I would recommend over specifying conduits for power/data/telephony, as it is amazing how quickly they can be used up and/or found necessary for longer network routes. Sharing assets is a good idea at first glance, though there is the question of liability if workers from one utility mess up services delivered by another when working on shared assets, especially using third party contractors.

It might also be worth while considering duct routes placed in pavements/cycle ways instead of under roads, to minimise disruption during road works, and reduce the cost of access covers (bikes weigh less than HGVs!)
