Custom/Self-Build Housing. This is an important area, but one in which a simplistic approach would fail to deliver on. An inappropriate policy approach can result in no/under-delivery of self-build/custom housing, or where it does happen, in inappropriate development out of keeping with local character. The most successful approach involves planning for specific, large-enough sites within larger master-planned areas. Thus, the SWLP should focus on ensuring that Spatial Growth sites for up to 2500 homes include specific allocations for custom/self-build housing. This would not only ensure delivery, but can provide for viability and importantly, for areas of such housing to be fully and properly integrated into wider plans. This avoids projects appearing as inappropriate add-ons and ensures that all of the advantages of self-build/custom housing can be integrated into the sustainable development of a community.

The major new developments in Shipston on Stour line the Campden Road. All of these were granted planning permission in the uncontrolled period prior to the Core Strategy being approved (or even existing). As a result, this part of South Warwickshire was not designed; it just happened, regardless of any consideration for natural beauty. Development cannot be allowed to be led by rapacious developers in the future. Development must no be allowed where it would impact the Vision and Strategic Objectives. Above all, it must not be planned or considered in areas where little or no improvement in infrastructure have been addressed. Conditions must be set that ensure infrastructure is in place prior to development, nor an unaddressed after-thought. The Special Landscape Areas of The Feldons and the Cotswold ANOB which meet in Shipston on Stour must be preserved as they represent the future prosperity of this community. There is every sign from the HEDNA/Sustainability Appraisal that no lessons have been learnt and misguided assumptions based on erroneous reports and data continues. Fundamental change is needed to the HEDNA/Sustainability Appraisal to embrace local knowledge.

Recommend Option H6a only as providing best potential to address Gypsy and Traveller needs but focussing on small family group pitch numbers as a preference. Inclusion of small family group pitches on small sites in addition to larger 15 pitch/ strategic site allocations has been indicated by the travelling community as the preferred approach, but sites are in short supply and delivering larger sites of 15 or more pitches in size would provide an element of certainty of delivery. Option H6c, using a criteria based policy, is not considered robust enough approach to address needs and requirements with any certainty. In addition the Plan should clarify or address the need for transit and emergency pitch provision. Showpeople needs (if identified) may be difficult to include within Option H6b in relation to their larger site requirements for equipment etc.

Ensure national minimum space standards are applied as soon as practicable - in advance of the full Plan if possible. Ensure they apply to all new developments and conversions; and to all existing HMOs through the licensing system. Require the mix of tenures and sizes to follow the agreed Plan objectives for each development (as proposed to be adjusted in answers to H1 and H2 above) regularly reviewed to reflect completions and changing needs; with variations permitted on occasion only where proposals come forward which will deliver a higher proportion of the most needed tenures/sizes.

We consider that it is very important that more affordable rented accommodation. With the financial situation it is increasingly difficult for families and young people to amass the required deposit to purchase their own property. Affordable social rented accommodation gives tenants the security of tenure they need which is not provided in the private sector. Everyone deserves a home where they feel safe and secure and affordable social housing provides this.

The best example of the delivery of sites for self build is at Bicester where the local authority has acquired a site, provided the services and is selling off the plots. House builders will fight against self build plots as part of larger developments as it creates to many headaches for them, increasing uncertainty about costs and profits.
