How many more cycle lanes need to be built and at what cost before anyone will admit that are not and never will be used to any material extent?

The majority of people will not cycle because even with bike lanes cycling is inherently more dangerous than any other form of transport. People also need to transport shopping, goods and often children and are often too old or too young to cycle safely. Furthermore until someone is willing to fund proper policing of our streets bikes will simply be stolen as soon as they are parked or left anywhere.
