The assessment is fundamentally flawed. On Cultural Heritage, this site would impact the setting of Kenilworth Castle. SG04 is clearly visible from Leicester's Building to the Strong Tower. This should count as a red rating on Cultural Heritage.

On landscape in SG04, the 2013 report gave LW08 a red rating. This is right next to plot 177. If one side of a valley has a high sensitivity, they surely the other side of the valley does too?
