In a rural area cars are essential. Travel plans, mobility hubs and limited car parking etc will have no effect - residents of the new settlements will require cars. The policy needs to reflect the realities of living in a rural area - a rural area like South Warwickshire will never have the quality and frequency of bus and train services that an urban area like Birmingham has.
