Smart Cities cause oversurveillance and cause costs to taxpayers that are neither necessary nor proportionate. Overreliance on technology also causes environmental harms through overuse of electricity. The Digital Economy Act provisions that appear to underlie smart cities appear to be unlawful. Warwick District Council needs to be mindful of requirements NOT to discriminate against people (including in relation to providing non-smart options, instead of forcing people to 'go smart) - as per Article 14 of the Human Rights Act 1998 and the requirements to allow people to retain their Personal Autonomy and other Privacy Rights (as per Article 8).
