If Warwick District Council really wants people to use Public Transport more, it is about making it:

1) run on time.
2) comfortable (including enough toilet facilities on all trains and appropriate/ enough facilities at stations).
3) safe, including from abusive and illegally-acting train crew, for example, innocent people using toilets have had their voices recorded when asking train managers (and their trainees) to please leave them alone and have been filmed on bodycameras when exiting when they had valid tickets and weren't doing anything wrong.

Prevent staff abusing passengers, if you want more people to use public transport.
