G1 is entirely rural. To develop it would create terrible sprawl from Lighthorne and Gaydon. This is a very shortsighted use of scarce land.
SG13 is a more appropriate place for housing. At 160 dwellings per hectare, this density could achieve 8000 dwellings in 50 hectares including roads and open spaces. This suits 20-40 year olds in their early career, who often dont want a whole house and garden to look after- and can't afford that! So SG13 can provide what was intended for G1.
