Objectives and policies are fine in principle but electric scooters are not yet legal on roads. Ebikes are heavy and more expensive.

The council have encouraged use of public transport/cycling and built cycle routes but few make use of them, keeping to the highway.
Public transport is unreliable, often late or doesn't turn up. It takes too long and there is none to rural areas. People will still want cars, more development means an increase. Some households own 4 or 5 cars so each can go out.

This policy is ineffective, legislation is required to cut car ownership.
