It means balancing needs and demands in order ot meet current and future needs - economic, social and environmental. So whilst Green Belt is being judged against its 5 criteria, it should also be judged against the needs for wildlife, food security issues such as agricultural land quality, unspoilst recreational areas, access to countryside, landscape and topology for ourselves and for future generations.
