Support the development of a new settlement on non-green belt land.
A new settlement will provide the infrastructure and amenities required by new residents, rather than trying to add capacity to already bursting amenities in existing areas.
Roads in and around spatial growth areas have not been designed with the additional capacity in mind, which therefore causes bottlenecks plus a larger volume of traffic which can be unsafe.
