I vividly recall the flooding at Easter 1998 while driving down Luddington Road. Water was pouring from the fields on Bordon Hill, which was still agricultural land at the time. It was evident that the land couldn't absorb the large amount of rain. Given the increasing frequency of such events due to global warming, I doubt the stream and river system can handle the situation without significant flooding. I've noticed that the road at the entrance to the Racecourse is flooding more frequently, especially since the new roundabout and the ongoing Shottery housing development.
