The introduction of any housing development in this location would result in an undesirable incursion into open countryside and on to the footslopes of the distinctive Bordon Hill, which would be both harmful to landscape character and the visual amenities of the area. In addition the development an access off Evesham Road through the established mature roadside hedge. A new additional main access road and visibility splays, lighting and signage further west, up the slope, would be visually harmful to this Evesham Road frontage area and rural approach to the town. Any proposal would fail to integrate with the existing form and setting of the town and development on Bordon Hill and would detract from the setting of the town on this important approach road.
A number of dwellings on Luddington Road back on to the site and have relatively short rear gardens. Consequently their private areas would be openly overlooked from any dwellings on the elevated ground. This would be excessively overbearing for occupiers resulting in an unacceptable loss of outlook and privacy that would diminish their living conditions to an unacceptable extent.
The Core Strategy requires all areas to be assessed against the principles of sustainable development, including the need to seek to avoid the loss of large areas of higher quality agricultural land.
