We disagree with the scoring and consider the site should score higher. In particular we would like to comment that our client’s land does not contain any Priority Habitat and therefore does not have a negative impact. The site abuts a LWS on its southwestern boundary.
Site 98 also was graded Amber in terms of Site Location, again we disagree. The site would have direct access onto the A425 Southam Road, the main road through the village and which is also a regular bus route between Rugby and Leamington, making this site more accessible to public transport than existing properties within the village. Radford Semele hosts a multitude of services and facilities including Post Office, Primary School, Village Store, Pub, Community Hall, Playing fields all within a 15- minute walk of the site and hence supporting the 20-minute neighbourhood principle. Site 209 scored better than Site 98 in the HELAA, however it was rated Amber for Listed Building and Viability and deliverability.
This site is located on the east side of Radford Semele as opposed to sites 182, 658 and 225 which all propose housing on the western side of Radford Semele which could lead to potential merging in the future with the built-up area of Leamington resulting in Radford Semele losing its village identity. These concerns are also set out in the Radford Semele Adopted Neighbourhood Plan as follows “There are also concerns that the growth of Radford Semele village and Royal Leamington Spa could see the separation of the two settlements diminish to the point where Radford Semele is no longer a distinct, separate community”.
