RBC’s Gypsy and Traveller Accommodation Assessment (currently in draft and unpublished) identifies a need for 94 pitches 2024-2042. RBC have identified potential site allocations to deliver circa 46 of those pitches, but a shortfall remains. The vast majority of occupied pitches in RBC are in locations which are within 3km of Coventry’s boundary. As there is a functional link with Coventry, and, as the South Warwickshire Plan has identified a number of sites in rural areas adjoining Coventry, there may be an opportunity to exercise the duty to cooperate by providing some of Rugby Borough’s unmet needs.
