The proposed new settlement is unviable. It is unused Green Belt. The HELAA is a broad-brush, desk-based exercise. Site visits will confirm several of the 9 component sites are unsuitable for any development or have much-reduced capacity. This is primarily due to flood risk and access. A more realistic total is 5,042 dwellings. This is below the threshold for a new settlement so this site should be removed from the SWLP.
