We believe that there is room in the broader approach to new settlements and large urban extensions to commit to a design code (or more appropriate vehicle) for the delivery of community development work to ensure that these new developments have a plan in place from the outset to ensure that
parish/town councils are sufficiently skilled and resourced prior to the start of the development, to assist in steering its delivery, that sufficiently skilled capacity exists to ensure the establishment of a viable thriving community, with well managed community assets (playing fields, parks, village centre, G.P.s, community hubs, etc. etc.), participatory residents associations and other facilities as determined at the time. This plan should be in place before the development commences and resources should accompany this to enable viable and thriving communities.
