Letter from Ullenhall Parish Council to South Warwickshire Local Planning Authority re Proposed Housing Development in Henley-in-Arden contained in the SWLP

We have received information of the proposed housing development of up to 2,500 houses to be built on the former Henley-in-Arden Golf Course and wish to register our concerns over such a development and the detrimental effect it is likely to have on Ullenhall village which borders the development site.
Ullenhall is a small village with some 550 residents. The proposed development could mean at least 5,000 people or even as many as 10,000 residents We have received information that a new road is to be built to service the new housing area and that the road would come across what are currently arable fields (Green Belt) and connect with the narrow country lane known as Henley Road in Ullenhall which is an unclassified road.
We believe the proposed access road would be sited between two dangerous bends within 100 yards in each direction with poor visibility and close to the Greenlanes bridleway. We believe the proposed junction would be “controlled” by building a traffic island at the location and it would be situated some 600 yards from the main B4189 Henley-in-Arden to Redditch road junction.
The proposed 2,500 house development would undoubtedly bring a potential number of 4,500 to 5,000 extra vehicles which would look to use the unclassified Henley Road in Ullenhall to travel through Ullenhall village to connect directly with the A435 Birmingham to Evesham Road and towards the M40 motorway. Furthermore, any heavy construction site vehicles would most likely travel through the village in a constant flow to and from the proposed traffic island and the access road to the development site.
The road through the village is already used as a “cut-through” and there is reason to suppose that, if the housing development goes ahead with the new access road, traffic flow would be permanently increased with domestic traffic by a high factor both day and night.
How long the construction would continue for is open to speculation but it is estimated that it would be for at least 2 or 3 years. The noise, inconvenience, road danger and pollution from exhaust fumes and dust is of great concern to the community.

The footpaths in the village are narrow or non-existent and often already have residents’ vehicles parked to the kerbs on either side of the road.

The Ullenhall Lane/Ullenhall Street/Henley Road through the village and the mainly single track, unclassified roads off this road are used by walkers, cyclists, horse riders and heavy farming equipment. This is a farming area with numerous public footpaths across the local fields and many walkers use the single-track lanes which have no footpaths.

After careful consideration by Ullenhall Parish Council and local residents, we feel, if the proposed development does go ahead, it will greatly diminish the quality of life in this area. The proposed development would have a huge sociological and environmental impact on our small village and its inhabitants.
We would suggest that as the proposed development is in Henley-in-Arden that the access to it should be in Henley-in-Arden and not on a narrow lane in our village. The best solution would be for the access road to join the A3400 Birmingham to Stratford-upon-Avon road or at the very least the B4189 Henley-in-Arden to Redditch road directly thus alleviating the huge potential environmental impact on our small village community of Ullenhall with 550 inhabitants.
The proposed development would seriously impact our way of life and our health which may well contravene Article 8 of the Human Rights Act 1998.

The information in this communication should be carefully considered by the relevant Planning Authorities and we believe that a more detailed plan of the proposed development should be made available to the general public before any final decision is made.

In summary, Ullenhall Parish Council on behalf of our Parishioners contest this proposed development.
