Little consideration has been fiven to infilling on small sites, or changing use earmarked for employment uses or small scale development in existing villages, or building new villages.

There is land around Kenilworth that is available for mixed development of housing and commerce that would help the population/job imbalance and eliminate the need for further building south of the river.
