Given the known and accepted need for significant amounts of Affordable Housing WDC should require 50% of site Affordable housing provision, provided:
* the thresholds for demanding that AH provision should be the same in both rural and urban areas
* AND provided that such requirement can be shown to be meeting measured need in that particular local area
