When considering Historic Environment have regard to 21st century - as much part of history as any other. Considerable danger opportunities don't happen because of conservation.
Has to be balance although recognize that unless conservation policy has teeth, nothing will be conserved. Also avoid danger that conservationists of future don't look back and say human development stopped in 20th century.
In conservation areas any development should respect and add to quality of area and adjacent buildings but without trying to mimic/copy old. Needs to be seen as a natural development, being a further step in history of case.
