Options say enhance means mimic. Wrong if that's what it means. Working on old structure, then of course is essential to replicate work in form/nature of original, but where old building in very poor condition, or is poor original visual quality, is indistinctive, one of many, badly located for today's needs and prevents essential developments for people that live there today, then romantic retention should not occur.
Conservation of buildings is one thing, but conservation of planet is problem. If we don't solve that then buildings we want to conserve won't survive. With so many listed buildings, energy consumption and CO2 production is huge.
