Reduction target is far too low. Zero carbon should be goal. WDC should set highest achievable standard for reduction in energy consumption based on technologies as they are developed. Easier to reduce energy consumption in new dwelling. Biggest problem is millions of existing buildings that are nowhere near any standard and there is no programme of retrofitting necessary works to improve. Core strategy is opportunity to make positive impact on climate change by identifying poorest performers in District and including them in redevelopment programme of some sort compatible with the housing requirements of the RSS.
