Plan is not focused enough to reduce carbon admissions significantly. The main source of carbon admissions are stand alone older buildings (eg on Stoneleight park) which have not been well insulated. WDC needs to explore, through planning rules, how to decrease standalone new buildngs as well as increase insulation in existing buildings.
