It is important that the full housing requirement is met within the Plan period and we therefore support the inclusion of a flexibility allowance to ensure that this can happen.

We consider that the overall figure for village development should be increased.

We are concerned that the overall housing target for the District for the Plan period is below that which is required. Moreover we are concerned that the windfall allowance is excessive.
In addition it is inevitable that some sites which are allocated will not be developed during the Plan period. The inclusion of a flexibility allowance is essential.
