Blackdown should be viewed as a village and as such does not fall within category 1, 2 or 3. It is therefore not a village which has been identified as suitable for development. Yet a very large number of houses are proposed for the area plus community facilities and employment.
Very special circumstances have not been justified to support these proposals. Green belt is there to prevent urban sprawl and merging of settlements, but these proposals will result in coalescence in contradiction to the Coincils stated aims. There are aletrnatives to the south of Leamington. the Cheltenham appeal concluded that housing shortage and need did not amount to exceptional circumstances.
The proposed park and ride is not needed. Dualing the A452 will not help as Kenilworth Road will still be a bottleneck
the proposals would require another school to be built just after North Leam School has been rebuilt.
It appears widening of Stoneleigh Rd is propoosed, yet, this would require gardens o be requistioned.
the proposals will result in loss of high quality agricultural land.
