Previous consultations appear to have been ignored which is disingenous.
The format for consultation does little to positively engage the public.
Consequently, most members of the public are not apathetic but lack awareness.

The prefreed option does not explore what was considered and then rejected by the Council. To expect the public to make specific suggestions for alternative is inimical because it is likely to enhance the sense that the respondents' only interest is one of 'Nimbyism'.

It would appea that the whole process is developer/landowner lead, with scant regard to the very aims of "appropriate distribution" which should preced the seeking of sites and be seens as a purposeful planning process.
