This is a meaningless question. It is impossible to say whether the Council has identified "all reasonable options".
The section on Kenilworth is complacent. The Talisman Square development has stalled and there are still empty business premises in the town centre. There is a heavy reliance on food and drink outlets. Outside the town centre there have recently been a worrying number of applicants for changes from business use to residential use.
