-By default development on green belt cannot be justified under the "exceptional circumstances" caveat within government policy. Seemingly, all but 500 of the proposed 12,000 houses throughout the district can be accommodated without encroaching on the green belt. Since many people have challenged the need for so many houses, a relatively minor reduction in overall numbers would completely remove the need to use any green belt land.
