Plan should be shown to be viable:

schools, already oversubscribed
healthcare, already under pressure
roads, already gridlocked twice a day due in part to lack of crossing points over the River Avon
Water and sewage - Severn Trent will need a massive capital injection for the expansion programme
Shoppping will need to be available locally
well-though-out community activities, which need to include green spaces
Employment - to assume that there will be sufficient work in the area for the new population is a pipe dream unless it can be proved that new employment can be brought into the area.
