The change of terminology from 'Urban' to 'Built-up' alters the intent of the comment. It now supports development outside of the urban area; This does not encourage the re-use of existing resources such as brownfield sites, but encourages the possibility of further development outside of the urban area. Such development by nature is not sustainable as it does not encourage re-use, only new-use.
