Resources/structure to sustain expansion are not in place. At present roads are log jammed and would become worse with more people crammed to use same resources/structure.
Long term, WDC will create concrete mass, loss if individuality of villages/town life. Cost will far out reach budget in creating safe community, education and health needs.
