With the prospect of a merging of operations between WDC and SDC, should consideration be given to the re-opening of the Upper Avon between Stratford and Warwick - known as 'the missing link' in the Midlands waterway system? Work was carried out recently for both councils, WCC and the Avon Navigation Trust to identify the opportunities and challenges of opening this navigation for tourism and local business and would be in line with the statement that "A holistic approach is needed however to avoid piecemeal development which may result in the sterilisation of other sections of the canalside."
