Object, until the sub-regional study is complete it is premature to specify whether standards should be higher or lower. The study should recognise the potential difficulty in providiing renewable or low carbon sources/achieving BREEAM rated buildings within a conservation area or within the vicinity of a listed building. Consideration should be given to exceptions being included in future policy where conservation deem such requirements unfeasible or unviable. In such cases, an open book approach should be adopted.
