In terms of prematurity, it would have been appropriate to await the publication of the Panel Report on the Phase 2 Revision of the Regional Spatial Strategy. Clearer guidance would then be available to look at the directions of growth and the closer relationship needed between the authorities acting in the sub-regional areas.
