However, this applies to existing town centres too, not just new neighbourhoods on the edge of settlements. 20-minute walking distances from existing town centres should be a criteria for maximising new housing on brownfield land within that catchment, especially near existing rail stations like in Leamington's Old Town. I can't see this being included in the plan at present.
