This proposal is not clear enough as to how the aims will be achieved. In reducing pollution for example, all development must be required to give priority to low-carbon forms of transport, meaning adequate footpaths, cycleways and bus routes. Development should also be structured locally to minimise the amount of travel people need to do in cars to meet their everyday needs (e.g. children able to walk to school within 20 minutes).
