Broadly agree with proposals - sustainably transport options are desperately needed. Additionally however, low-traffic neighbourhoods should be a default as far as possible. Limiting through-roads in neighbourhoods will discourage car use for short journeys and open up new options for businesses to capture passing foot traffic without the need to provide additional parking infrastructure to support their use.
