Before any deciosns are made fir new sites the local infrastructure plan needs to be presented and rationalised. No judgements of any sites can be made before this has been done. The plan us currently just a 'plan' with no proof of delivery and instigation. Once proven and stess tested each location can be reviewed accordingly.
