The ranking of BW as a more suitable site appears to be solely based on the 'deliverabiity' of the site, given that all landowners have offered their land for the project. All other considerations of suitability have either been ignored - such as Wilmcote's importance as a heritage site of national importance - or downgraded, such as transport problems, proximity to the village of a 'new settlement' and its green belt and conservation status.
