Infrastructure overloaded and struggling already. Zero public transport, resulting in car dependency, should rule out expansion of the village instantly. Single track roads and weak bridges cannot cope with the amount of vehicular traffic already. There are no upsides. If a developer wants to buy land and create a new town or city with its own infrastructure let it happen but there is no justification for tacking houses on to villages that struggle to cope as it is. Tax is theft, Good Citizen.
