There surely needs to the a definition of what reasons can be considered as acceptable for unmet need in other local areas that then require SW to have to provide space in their area to provide space for the unmet needs. People moved into this area and paid (and continue to pay) a considerable premium to do so because of the way its space is allocated and the communities it supports. There must be an agreed and objective set of reasons as to why surrounding and adjoining areas can shift their unmet needs to to SW.
