No sound assessment of site B1, particularly of the infrastructure investment required for it to be feasible, could lead to a decision that this site should be preferred. It is pristine open countryside, used for agriculture and leisure, within the green belt alongside a conservation area. It is a haven for wildlife and an example of locations the NPPF green belt policy is designed to protect. Compared with site E1, which is largely brownfield and not in the green belt, the inclusion of B1 is peculiar and reflective of the availability of land as opposed to its suitability for development.
