Who is going to say what is good design? Initially planning officers and planning committees, but I suspect that in many cases these decisions will be challenged, sometimes successfully. Then there will inevitably be case law built up and I doubt if anyone will then challenge design.

20 minute neighbourhoods will depend on others providing the facilities and ensuring they are viable - surely this is outside the control of the planning authority?
