I do not agree with accommodating growth needs from outside the Warwickshire area, Services in Warwickshire are stretched, the current infrastructure is overloaded, If developments are to proceed they will need major investment in Services and infrastructure. Is there money in the Budgets to improve and expand services, probably not.
