Green belt land should not be considered for building when brownfield land is available. New settlements are preferable to meet the quota of houses to prevent a strain on the existing infrastructure. The Clopton Quarter next to the Welcome Hills should not be used for development as it would have a detrimental impact on wildlife and spoil the enjoyment of people using the Welcome Hills as it would no longer be rural.
